The Development of International Law in Asia-Korea (DILA-KOREA) has opened its Incheon
office. Apart from its registered location at Handong International Law School in
Pohang, DILA-KOREA maintains its main office facilities in Incheon, housing the secretariat,
library and archives, and research and conference rooms. Following a period of internal
renovations, the office is scheduled to officially open in the second half of 2026.

Statement of the Governing Board of DILA on the Armed Conflict in West Asia
The Governing Board of the Foundation for the Development of International Law in Asia (DILA) expresses its deep concern over the escalating armed conflict in West Asia and stands in unwavering solidarity with all affected civilian populations.
In accordance with our mission to promote respect for international law, DILA reaffirms the United Nations Charter’s prohibition on the threat or use of force. While international law recognizes limited exceptions, we view the escalating violence with grave concern and caution against expansive interpretations that risk eroding the rule of law.
Furthermore, we urgently call upon all parties to adhere strictly to their obligations under International Humanitarian Law (IHL) and applicable human rights law. The fundamental principles of distinction, proportionality, humanity, and military necessity must be universally respected. We also emphasize that rigorous fact-finding and an understanding of the operational context are essential before drawing definitive legal conclusions regarding alleged IHL violations.
Finally, we urge a de-escalation of hostilities and call upon the international community to support meaningful diplomatic steps toward a sustainable peace.
