AREA-BASED MARINE PROTECTION IN THE ASIA-PACIFIC

By 2020 at least ten percent of the global oceans should be subject to area-based protection according to the target agreed by the parties to the 1992 Convention on Biological Diversity in 2010 (Aichi Biodiversity Targets) and reiterated in Sustainable Development Goal 14.5 (agreed in 2015). As of 2017, 6.35 percent of the oceans (23,036,078 km2) are covered by 15,271 MPAs. MPAs cover approximately 15.9 percent of waters under national jurisdiction compared to 0.25 percent of the high seas. The proposed meeting comprises a critical and comparative survey of state and regional practice of area-based protection within and beyond the maritime zones in the Asia Pacific region. Area-based protection is broadly defined to include – at one end of the spectrum – tightly controlled no-take marine reserves, and at the other end, multifunctional marine spatial planning tools. The objective of the meeting is to deliver a survey of regional and national practice and to identify trends, gaps and examples of best environmental practice.
