독도, 이어도, 북방한계선(NLL), 남부대륙붕(JDZ) 등 한반도 주변해역과 접경수역은 북극해와 남중국해, 태평양으로 이어지는 핵심 해로(海路; SLOC)이자 군사활동 요충지로 변화하고 있다. 남북한, 한국과 일본, 한국과 중국, 북한과 중국 간의 다자적인 지역내 현안문제이며, 미국과의 안보적 역학관계가 동시에 작동하면서 그 불안정성이 심화되고 있다.
사안의 배경에 위치하고 있는 일제강점기, 한국전쟁 및 정전협정을 위시한 역사적인 맥락까지를 감안하면 사안의 국제성은 더욱 확대된다. 따라서 이러한 문제들은 다자적인 지역내 현안으로서 국가의 해양질서 관리체제 내에서 종합적으로 접근해야 하며, 국내에서의 대응방안 및 입법화 과정에 해양법·정책의 시각이 반영되어야 한다.
수역은 단순히 향유할 수 있는 법적인 공간의 의미 이상을 가지고 있다. 경제(經濟)영토, 안보(安保)영토, 생활(生活)영토로서의 기능을 가지고 있다. 많은 경우 경계미획정 중첩수역으로서의 향후 경계획정이 이루어져야 할 단계까지를 상정한다면 개별 수역 및 부속도서의 특성에 대한 분석에 대한 연구가 매우 중요하다. 따라서, KO-MAS Project는 해당 수역이 가지고 있는 구역별 경제적, 안보전략적인 중요도에 대한 판단을 근거로 심층적인 정책 제언을 제공함을 목적으로 한다.
The waters and the contiguous zones around the Korean Peninsula, including Dokdo, Ieodo, the Northern Limit Line (NLL), and the Joint Development Zone (JDZ), are turning into key sea routes (SLOC) and strategic points for military activity connecting the Arctic Ocean, the South China Sea, and the Pacific Ocean. Instability in this region has been growing, given the pending regional issues between North and South Korea, Korea and Japan, Korea and China, and North Korea and China along with the strategic presence of the United States.
Taking into consideration the historical context of the Japanese colonial period, the Korean War, and the armistice, the international nature of these issues is further magnified. Therefore, as they stem from various regions, such issues must be approached comprehensively within Korea’s maritime management system while Korea’s maritime laws and policies should reflect domestic responses and legislative processes.
Maritime areas are now more than legal zones, but also have important economic, security, and social impacts. In many cases, research on the characteristics of individual waters and associated areas will be important once it is time to establish firm maritime boundaries for currently undelimited overlapping waters,. Therefore, the KO-MAS Project aims to provide in-depth policy recommendations based on the economic and strategic importance of each maritime area.
